Portfolio budget allocation A budget split that can be defended line by line.
Where a roadmap is binary, in or out, an allocation is proportional. Every program receives a share of the total in proportion to its weighted value, and every sponsor can see how their weight moved the money.
One total, one split
Set a total in hours, in money, or both; money is shown in the project's own currency, from US or Canadian dollars to euros, pounds or yen. Each program's share is its weighted value divided by the sum of every program's value. A program carrying 30 percent of the value gets 30 percent of the hours and 30 percent of the money. Effort plays no part; this is a value split, not a value-for-effort ranking.
Programs with sub-programs
A program can hold sub-programs. The children carry the coverage and the effort; the parent shows the combined share, so the split reads at the level the budget is decided at.
The same votes drive the roadmap and the split
Allocation is an output of the weighted model, not a separate exercise. The sponsors' ratings and the coverage grid that rank the programs also split the budget, so the two never disagree, and the decision report carries both.
Is allocation a separate planning mode?
No. It is an output of Weighted planning that unlocks when a budget is set. The same stakeholder votes and coverage that produce the ranking produce the split.
What happens before anyone has voted?
Every program receives an equal share, so the tab is never empty. The split becomes weighted as ratings arrive.
