Weighted scoring with stakeholder voting Votes on needs, weighted by who is voting.
The weighted model has one pivot and two ratings. Needs are the pivot. Stakeholders rate how much they want each need. Features are rated on how much they deliver each need. Everything else is arithmetic you can inspect.
Stakeholders, each with an explicit weight
Add the people or groups whose priorities you are balancing and give each a weight; the weights total 100. Influence becomes a decision you made on purpose and can explain, not a volume contest in a meeting room.
Every stakeholder rates every need, one to five
Invited stakeholders rate from their own portal, from a private link, with no account to create. They can abstain, leave a comment, and revise until you lock the round. The matrix and the portal both remind them to treat ratings like a limited budget: if everything is critical, nothing stands out. For anyone who would rather talk than click, you enter the rating yourself and the matrix marks it as entered by proxy.
Coverage: what each feature delivers
The second grid is yours. Each square says how much a feature delivers a need, one to five. A feature linked to nothing has no value; a need nothing delivers is flagged on the Needs tab. This is the step that turns votes into a ranking.
A ranking that explains itself
Value is coverage weighted by how much each need matters. Divide by effort and you have priority, with the top item scored 10. Click any score for the breakdown, and wherever stakeholders disagreed about the needs behind a feature, the row says so: aligned, mixed, or disputed.
Do stakeholders need an account?
No. Each one gets a private link by email. They rate from their phone or laptop, and the link is theirs alone. Stakeholders are unlimited and free on every plan.
What if a stakeholder cannot or will not vote?
Enter their ratings yourself from a conversation. The matrix and the report both record which weight came in self-submitted and which by proxy.
Can stakeholders see the features?
They rate needs only. That is the point: there is no feature on the ballot to push, so scoring your own pet project stops working.
